Director Candidate Statements

Roy Spagnol OAM

As a lifelong Parramatta Eels fan, I am pleased to have been nominated for the Club’s board. I was privileged to serve on the board between 2009 and 2013, during which time I helped rebuild the Club’s finances. The Club returned to profitability in a single year – from a $9.1m loss in 2008 to a $1.1m profit in 2009. Between 2009 and 2013 the Club made $15m in profits, and debts were reduced by $11.1m. At the same time, $9.3m was spent on refurbishments (without borrowing) to make the Club a better place for members – including new bars, restaurants, the new foyer and escalators. I have been an accountant for over 40 years, and in 2005 I was honoured to be awarded an OAM for services to our local community. If re-elected, I will work with my fellow directors to ensure our Club’s success – both on and off the field.

Luke is a prominent member of the Parramatta Business Community, a lifelong Eels fan and is integral in many community organisations. Luke owns an IT consulting business with a national presence, providing strategic advice to organisations
around the World. Luke was based in the UK and Switzerland for a number of years. Luke is the current President at the Parramatta Chamber of Commerce. Luke is a Business NSW Councilor representing all Businesses across our great state.
Luke is on the Boards of multiple not for profits and community organisations including The Parramatta Community College and Youth off the Streets. Luke is on the Board of Stadium Australia Club (Accor Stadium) as a member elected Director, representing
all members of Accor Stadium. Luke will represent all members of the Leagues Club and ensure the renaissance that is occurring continues, via appropriate governance and sound decision making.

I am privileged to have been a Director of Parramatta Leagues Club since 2020 having previously served on the Eels Board. During this time, we have achieved record membership numbers for both the Leagues Club and Eels and expanded with new initiatives such as the Dural Country Club. I am particularly proud of the great work our Club does with the community, supporting junior sport and providing a helping hand to so many community groups across our region. I have extensive senior management, governance and leadership experience gained over thirty years in Public Service including 12 years as an executive at Parramatta Council and earlier with the not-for-profit sector. I have also held Board positions in the health, community services, sports and arts sectors. Along with our Club President, Greg Monaghan, I would be honoured to receive your vote to continue serving our members and the communities we love.

President & Director Parra Leagues.
It has been my privilege to successfully serve Members as President since 2020, through COVID shutdowns, re-opening and now happier times. We remained strong throughout, now net debt free. We brought the Dural Country Club into the Parra Family, and opened the stylish new Members Lounge at Parra. We are well advanced on construction of the new entertainment area in Eels Lane, and on plans to expand the Club. The Eels have been strong, with both the NRL and NRLW teams reaching Grandfinals in 2022, and have made exceptional progress towards the $60M Centre of Excellence at Kellyville. Vikings in Dundas is thriving. I am proud to serve with an outstanding Board of Directors including Sue Coleman who is also standing for re-election. We have successfully avoided a return to the old days of faction fighting, and we seek your endorsement to continue the good work.

As a current Councillor and previous Mayor of Cumberland City Council I believe I have the expertise needed to positively contribute to the board of Parramatta Leagues Club. I have previously worked for a Federal Member of Parliament for ten years, and I specialise in a large range of matters. I have a good understanding of policy, logistics, and experience with most Federal, State, and Council matters namely Centrelink, Child Support, Immigration, Medicare, Family Law, Internet Connectivity, Housing, and Development Regulations. I have a strong connection with local sporting clubs and regularly liaise with constituent groups, sporting organisations, members of parliament and foreign dignitaries along with relevant national governing bodies, to assist and provide desired outcomes for the organisations and residents I represent.

An emerging threat to the financial security, and future, of all NRL Clubs is cashless gaming. The Board would benefit from my 20 years of senior executive experience in listed casino corporations across multiple Australian casino assets. I also have 25 years’ experience as a Chartered Accountant. This is my second consecutive candidacy to the Board, as my concern grows that the Club must be ready to face this threat. I want to help. All Boards benefit from sensible renewal of its Directors, as a new Director bring refreshed energy levels, experience, insight and ideas to the issues facing the organisation. It would be my great privilege to add to that renewal, to make my contribution, and to offer something that can be hard to come by – which is deep experience in the highly sophisticated but allied casino industry.

I have been a long time supporter of the Parramatta Eels Rugby League team and have been involved in community and sporting organisations at a management, committee and Board level for over 30 years. My professional experience in the Board room and in other various roles including as a cyber security specialist, gives me the opportunity to develop future plans and address some of the challenges for the growth of our club and our Rugby League team. My business knowledge, the professional networks across different industries are key to developing and supporting a strong business and financial roadmap forward for our club. I have enjoyed working closely with members and the broader community to listen to their needs and plan collectively on how we can provide services and support to them.

Much has changed since our family watched “all three grades” from the Cumberland Hill, then walked to the Leagues Club for Chicken-in-a-Basket. The club has experienced massive challenges and emerged stronger than ever. I’ve completed an MBA at Macquarie Uni, a Business Degree at Western Sydney, the Institute of Company Directors’ Course and the ASCPA Associate Program. I’ve served as a Director on 8 significant boards, including the National Disability peak body, State Football
Federation, Private Health Insurance Industry Association, Council of Social Services, State Federation of P&Cs, Mental Health and Disability organisations. As a CEO, I’ve led 7 significant organisations, including Public Hospitals, Private Hospitals, Health Insurers and Disability and Carer organisations. A proud 40-year Member (20-years Perpetual), with unique board governance capabilities, I’d be deeply honoured if you decide to elect me as a Director, and promise to faithfully represent you, and the 55,000 proud members of our Leagues Club.

Supporter of the Parramatta Eels for over 50 years. As a qualified accountant, I will be looking to assist the board in improving the Club’s financial performance. I believe that improved cashflow and profits will allow the Club to improve facilities and entertainment for all members. If elected, I intend to work constructively with my fellow directors to encourage unity and enthusiasm throughout the Club.
