Parramatta Leagues Club is proud to present Parramatta Live, a transformative new precinct that will redefine sport, entertainment, and lifestyle in Western Sydney. Designed to celebrate the vibrancy and diversity of our region, Parramatta Live will be a world-class destination where people come together to enjoy unforgettable experiences.

Located adjacent to CommBank Stadium, this visionary project will feature state-of-the-art facilities, including a culinary hub with global dining options, expansive outdoor gathering spaces, a premium hotel, and a dedicated family entertainment venue. Parramatta Live will also include a 450m² Youth Hub, supporting the next generation of leaders in Western Sydney, along with flexible event and conference spaces to position Parramatta as a hub for business and culture.

Our current Club building, located in North Parramatta, has been a cornerstone of our community. Positioned as the northern gateway to the Parramatta CBD, we hold a unique place in the heart of this vibrant city. However, with our existing facility nearing the end of its life, it is time to embrace a bold and necessary transformation.

Parramatta Live is our commitment to creating a world-class sports, entertainment, and lifestyle destination. This precinct will not only provide a state-of-the-art new Club for our members but will also serve as a thriving hub for the broader Western Sydney community. In alignment with key government strategies, we are seizing this opportunity to deliver a precinct that represents the future of Parramatta.

This exciting vision replaces the proposed 17-floor hotel development announced in 2018. We have listened to the feedback of our members and the community, and this new masterplan precinct reflects those insights. This includes:

  • Lowered building heights, with a maximum height of 8 storeys
  • A large, landscaped courtyard including publicly accessible food and beverage facilities
  • Improved public areas to enhance the appreciation of heritage sites
  • Maintaining significant trees to enhance green spaces

By shifting our focus, we are creating a more inclusive and community-oriented destination that better serves the diverse needs of our members and the wider region.

This will be more than just a place to visit – it will be a place to gather, connect, and dwell. Parramatta Live will seamlessly link the Parramatta CBD with the emerging precinct of Parramatta North, creating a vibrant corridor that encourages movement, engagement, and community. Whether it’s catching up with friends, attending events, or simply enjoying the atmosphere, this precinct will be a welcoming space for everyone.

A central focus of this redevelopment is supporting the young people of our region. Parramatta Live will include a 450m² youth hub designed to inspire and empower the next generation. Parramatta is already home to more than 36,000 young people aged 12-24, with this number forecast to almost double to over 61,000 by 2036. This youth hub will provide a dedicated space for creativity, connection, and opportunity, ensuring we invest in the future leaders and innovators of our community.

The Benefits of this Proposal

In December 2024, we commissioned an economic and social benefits study to explore ways to generate positive community and economic impacts. The key opportunities identified include enhancing the precinct with diverse spaces, creating jobs, fostering social cohesion, and making Parramatta a more vibrant destination.

Enhancing Parra Leagues’ long history of supporting the community

Parra Leagues, a cornerstone of Parramatta since the late 1950s, plans to revitalise its ageing facilities into a dynamic precinct that meets evolving community needs. The proposal includes new public spaces, a community facility, entertainment venues, a hotel, and enhanced public areas, ensuring the Club remains integral to Parramatta’s future.

A more welcoming and inviting precinct

The current club building, designed in the 1950s, no longer meets today’s needs. The redevelopment will create an open, inclusive, and accessible space with upgraded facilities, more public areas, and improved landscaping, making it a safer and more inviting space for everyone.

Activating an underutilised precinct

Located in a key cultural and sporting hub, the precinct will be revitalised to better connect to surrounding areas. With new pedestrian links, open spaces, and enhanced safety, the project will improve access to events at CommBank Stadium and strengthen connections to Parramatta Park.

A thriving, 24-hour entertainment and visitor economy

Parramatta is rapidly becoming a key destination for tourism and entertainment. The proposal will create a dynamic, 24-hour precinct with expanded dining, live performance venues, and a hotel, boosting local businesses and supporting the night-time economy.

Much-needed amenity for a growing community

As Parramatta’s population grows, the proposal will meet the increasing demand for recreational, dining, and entertainment options. It will also provide accommodation, social spaces, and enhanced walkability, ensuring the precinct serves as a vibrant and inclusive hub for the community.

Supporting social connection and community wellbeing

The project’s design will foster social connection and support well-being with green spaces, pedestrian-friendly areas, and facilities for all age groups. It aims to create a sense of belonging, offering opportunities for informal gatherings and activities that promote mental and physical health.

Creating more local jobs

The redevelopment will create significant local employment opportunities, with up to 1,369 jobs during construction and 729 ongoing positions. This will support a stable, thriving local economy and provide long-term benefits for the Parramatta community.

Our Key Considerations

As part of the planning process, we have commissioned several technical assessments to ensure any potential impacts on its neighbours and the wider community are identified and propose mitigation measures. These technical assessments will be available as part of the public exhibition process.

Visual Impact

The proposal includes a four-storey Club and an eight-storey hotel. To assess the potential impacts of the height increase, view analysis and overshadowing studies are being prepared.

Traffic and parking

In addition to the existing multi-level carpark, the site is already well connected to public transport including the new Sydney Light Rail line, bus routes and Parramatta Train Station. There is no increase to parking being proposed.

We understand that traffic and access to parking can be challenging, particularly on game day.

A Traffic Impact Assessment is being prepared to assess any impacts and propose mitigation measures. This report includes a Green Travel Plan to guide and promote the use of public transport and active transport like walking and cycling.

Local heritage

We are proud to call Parramatta, a place of rich Aboriginal and Australian heritage, its home and preservation and celebration of local heritage is a key consideration of the proposal.

The proposed hotel will support Parramatta’s local visitor economy, providing a lively and high-quality place to stay while visiting and learning about Parramatta’s history. The improved public domain will also enhance community interaction and access to Parramatta Park and other significant sites.

The design of this domain will also reflect Parramatta’s Aboriginal heritage. In consultation with Traditional Elders and Knowledge Holders, the design will incorporate cultural references and storytelling elements that reflect local Aboriginal heritage and connection to Country.

Heritage studies including a Heritage Impact Statement and an Aboriginal Cultural Heritage Assessment to assess impacts and propose measures to enhance our celebration and reverence for Parramatta’s diverse history.

Environment and biodiversity   

Qualified ecologists and arborists have been engaged to assess environmental impacts, including impacts local wildlife in Parramatta Park and the impacts of any proposed tree removal.

Additionally, careful stormwater management planning is underway to protect Parramatta River and prevent runoff from the site.

Social Impacts    

A Social Impact Assessment will analyse the proposal’s benefits and impacts during construction and operation. Community input will be gathered through an online survey during the consultation period.

Construction

If approved, construction will be managed through detailed plans addressing noise, dust, traffic, and waste. Council approval will be required, and local residents will be notified ahead of any works.

 

Our Timeline

The proposal will be lodged as a Regionally Significant Development Application (RSDA) with the City of Parramatta (Council). Parra Leagues anticipates the proposal will be lodged in June 2025.

Preparation of the Regionally Significant Development Application. As part of this process, we are engaging with key government stakeholders, government agencies, Aboriginal stakeholders and the community.

June 2025

Lodge RSDA with the City of Parramatta. The lodgement package will include an Engagement Outcomes Report that consolidates all feedback received.

Following lodgement

Council will review and refer the proposal to the Sydney Central Local Planning Panel (SCLPP) and relevant government agencies.

Public exhibition

The proposal will then be made available for the community to view on Council’s website. Here, the public can make formal submissions on the project.

Post public exhibition

Council will then assess all submissions and referrals and request additional information from Parra Leagues if required. Council will then prepare an assessment report and make a recommendation to the SCLPP who will make a final decision on the proposal.

Construction

If approved, construction will be carried out in two stages:

Please note these are anticipated times, subject to change post assessment of several construction management plans including plans to manage construction vehicles, noise, dust, vibration and waste management as well as community engagement

  • Stage 1: Construction of the new Club facility to the south of the existing car parking facility. Delivery of this stage will involve the removal of some ground level parking.
    • Once complete, current Club facilities and services will be moved into the new facility.
  • Stage 2a: Construction of publicly accessible ground floor food and beverage facilities and Club owned health and leisure space. This facility will adjoin the northern portion of the existing car park.
    • Completion of the full Club facility is set for mid-2028.
  • Stage 2b: Construction of the hotel. This is expected for completion in mid-2030.

Community Information Session

We will be hosting a community information session on Saturday 16 June 2025 between 10am and 12pm at Parra Leagues (1 Eel Place, Parramatta).

Drop by and learn more about the project and ask questions from the project team.

Prior to lodging the RSDA, feedback from the community will be collated into an Engagement Outcomes Report that will be lodged with the proposal to inform Council’s assessment of the proposal.

Social Impact Assessment – Online Survey

Parra Leagues has engaged Urbis to prepare a Social Impact Assessment (SIA) for the proposed development.

An SIA considers both considers both impacts and benefits of a proposal across both the short term (construction) and longer term (operational).

Managing Impacts

Will access to the club be maintained for members during construction?

Yes, members will still have access to the club during the development. If approved, the construction will happen in two stages to keep the Club running smoothly.

  • Stage 1: The new Club facility will be built next to the current car park.
  • Stage 2A: Once the new facility is ready, all Club services will be moved there.
What measures are being taken to preserve local heritage?

We recognise Parramatta’s rich Aboriginal and Australian heritage and are committed to preserving and celebrating it throughout the project.

Heritage consultants have been engaged to prepare a Heritage Impact Statement (HIS) that assesses how the project might affect heritage items like the Gatehouse. We have also commissioned an Aboriginal Cultural Heritage Assessment (ACHA) to identify any important cultural items or places on site.

We are also engaging with heritage groups and Greater Sydney Parklands to guide construction with management plans and protection measures, ensuring heritage sites are safeguarded during building works.

How many trees will be removed as part of the proposal?

To deliver the proposed facility, we are proposing a balanced approach to vegetation management where tree removal is balanced with tree planting in equal measure.

The impact of this removal is being assessed by a qualified Arborist to ensure no long-term impacts.

The large eucalyptus tree currently on the site will stay and be a key feature of the new publicly accessible courtyard.

Will access to Parramatta Park be impacted during construction?

During construction, we will work closely with Greater Sydney Parklands to ensure pedestrian access to Parramatta Park is maintained.

While access routes may need to be temporarily amended at times to ensure pedestrian safety, Parra Leagues is committed to maintaining access for the community wherever possible.

How will the project impact traffic and parking?

We understand that traffic and parking are important concerns for the community, especially with the site’s proximity to major attractions like CommBank Stadium and Parramatta Park.

A Traffic Impact Assessment has been commissioned as part of the proposal. This assessment will identify the traffic generated by the project, evaluate the road network’s ability to support any increase, and propose mitigation measures to manage traffic flow effectively.

The site is strategically located near major transport hubs, including Parramatta Train Station and the new Sydney Light Rail network. This makes it convenient for visitors to access the site using public transport, reducing the reliance on cars and easing traffic congestion.

To encourage the use of public and active transport, the development will provide adequate facilities for bike storage and promote the use of public transport options.

Why is parking not being increased?

Parking is not being increased because the site is now more accessible thanks to the new Sydney Light Rail and other public transport options.

The existing multi-storey parking facility will remain unchanged, as it is already sufficient to meet the needs of visitor. By not increasing parking, we can focus on creating a more pedestrian-friendly environment.

How will environmental impacts be managed?

As part of the proposal, several technical reports will be prepared. These reports will assess various environmental aspects, including air quality, noise, water management, and biodiversity.

The findings from these reports will help identify potential impacts and propose mitigation measures to ensure the development is environmentally responsible.

The design also features: 

  • Landscaped areas and green spaces to support local wildlife and improve air quality
  • Sustainable design elements to reduce energy consumption
  • Water management systems to protect local waterways
  • Incorporation of the large eucalyptus tree currently on the site.
